The Town of Manchester, a thriving and inclusive community, located in Hartford County in north-central Connecticut, offers easy access to the state and southern New England’s many cultural, historical, outdoor, and culinary offerings. Manchester is an independent full-service town and is a political subdivision of the State of Connecticut, autonomous from any county, town, or other political subdivision of the State. The Town has a Council-Manager form of government and the legislative function is performed by the nine-member Board of Directors, which formulates policies for the administration of the Town. The General Manager is appointed by the Board of Directors to serve as the Town’s Chief Executive Officer with appointive and removal authority over department directors and other employees of the organization.

The Town is seeking an innovative, progressive, and creative Fire Chief with a collaborative management style and the keen ability to communicate, listen, engage, and respond appropriately to the needs and input of others. The position of Manchester Fire Chief reports directly to the Town’s General Manager while overseeing 80 uniformed career personnel and three civilian support personnel. Direct reporting positions to the Chief include an Assistant Fire Chief, a Fire Marshal, and an Emergency Management Coordinator. The Town desires a Fire Chief who will be a visible “hands-on” leader fully engaged with the Town and the team who is dedicated to achieving the Department’s mission to provide the highest level of customer service to the Manchester community.

This position requires a bachelor’s degree from an accredited college or university in Fire Technology, Fire Service Administration, or a closely related field, supplemented by courses in firefighting technology and fire administration. Suitable experience may be substituted for educational attainment, if deemed appropriate, at the sole discretion of the Town General Manager or his designee. Ten (10) years of increasingly responsible experience in firefighting and Emergency Medical Services service delivery, including a minimum of four (4) years of experience at or above the rank of Deputy Chief or its equivalent in a similar-sized, or larger, community is required. A master’s degree and graduation from the National Fire Academy Executive Fire Officer program is preferred. Manchester residency during tenure as Fire Chief is required by Town Charter.
