MAJOR FUNCTIONS:
Since the inception of the Fire Department in the 1960s, Volusia County Fire Rescue has established itself as one of the up and coming progressive fire departments of our area.  With the past accomplishments in our rearview and an exciting future ahead of us, Volusia County Fire Rescue is seeking an innovative and progressive Deputy Fire Chief of Administration with experience in leading a high performance organization. As a member of the Division’s executive team, the Deputy Fire Chief of Administration will be responsible for providing leadership, direction, and overall management for the Division’s emergency medical services, and support and administrative services which includes fiscal services, Office of the Fire Marshall, quality assurance, human resource matters, oversight of training staff, safety, fleet, logistics, and records management. The Deputy Fire Chief of Administration must be able to develop and maintain effective relationships with other agencies within the community, members of the International Association of Firefighters as well as, have excellent communication skills with all stakeholders to achieve the high standards the community has come to expect.

ILLUSTRATIVE DUTIES:

May assume command of Fire Rescue in the absence of the Fire Rescue Director or Deputy Fire Chief of Operations, as the Director/Command Officer of Special Risk member (s) whose duties include on-the scene fighting of fires, fire prevention and fire training.
Plans, organizes and directs specific fire and rescue operations with respect to equipment, apparatus, and personnel.
Administers suitable training and discipline.
Coordinates Fire Rescue matters with various team leaders.
Develops long range fire protection and suppression programs.
Assists in preparation of Fire Rescue’s annual budget and long range capital budget.
Administers budget in accordance with established policies and procedures.
Directs the preparation and analysis of records and reports to secure efficient operations and to meet Fire Rescue demands.
Assists in development, implementation, and periodic review of a division-wide safety program.
Ensures that all subordinate personnel comply with: Federal, State and local regulations; terms of collective bargaining agreements; and all division standards.
Makes recommendations and provides input on proposals to be submitted for inclusion in the collective bargaining process.
May participate in the collective bargaining process as management representative.
Assists in the selection process of new employees.
Makes recommendations to reprimand, suspend, demote, promote and transfer division personnel.
Oversees division in-service training.
Prepares reports of inspections, investigations, and other work performed.
Designs plans for prevention and suppression of fires, performance of rescue services, and delivery of emergency medical services.
Assists in the coordination, implementation, and periodic review of a county-wide communications network for use in mutual aid and disaster situations involving emergency services.
Maintains accurate files of all general and special orders, forms, notices issued to or by Fire Rescue.
May assist in the writing of specifications for specialized equipment and arranges for the follow through of all procurement, storage, and record keeping.
Attends fire conferences, training and other educational meetings to keep abreast of modern firefighting methods and administration.
Addresses civic and other groups regarding the activities and programs of the fire service to promote public understanding of its work.
Attends work on a regular and consistent basis.
Must adhere to Federal, State, County and Local ordinances.
Responds to emergency situations.
May be assigned to other locations based upon operational needs.
Performs other duties as assigned, but not limited to reassignments or rotations.

MINIMUM REQUIREMENTS:
Bachelor’s degree in Fire Science, Business Administration, Public Administration or related field from an accredited college or university AND have two (2) years paid full time experience in a management or supervisory capacity at the Fire Division Officer (position above Captain/Battalion Chief) level or higher in planning, directing, and coordinating activities in a Fire/Rescue department. The Preferred candidate having met the minimum requirements, will be familiar with the Commission on Fire Accreditation International (CFAI) self-improvement processes and be committed to organizational excellence and have experience managing emergency medical services, support and administrative services which include fiscal services, Office of the Fire Marshall, quality assurance, human resource matters, oversight of training staff, safety, fleet, logistics, and records management.

CERTIFICATIONS
Must possess and maintain:

State of Florida Certificate of Compliance from the Bureau of Standards and Training within one (1) year of appointment.
Florida EMT license or Florida Paramedic license within one (1) year of appointment.
A valid State of Florida driver’s license within one (1) month of appointment.
Proof of completion of an approved Emergency Vehicle Operator Course (EVOC) in accordance with Florida Statutes within six (6) months of appointment.
State of Florida Fire Officer I certification within one (1) year of appointment and State of Florida Fire Officer II certification within two (2) years of appointment.
Complete NWCG S-130, NWCG S-190, ICS-300 (G300) and ICS-400 (G400) within one (1) year of appointment.
TOBACCO POLICY: It is this organization’s policy that individuals hired into special risk positions may not use any form of tobacco at any time, whether on or off duty, as a condition of employment. PLEASE NOTE, CANDIDATES:

·    State of Florida Fire Officer Certification and State of Florida Paramedic Certification may be required.
·    This position is mission essential and must be available for on call duty during emergency situations/activations.

·    Must successfully pass medical physical examination including drug screening and physical ability test.

·    This position will be subject to Random drug testing.

KNOWLEDGE, SKILLS & ABILITIES:
Knowledge of the principles of Fire Rescue and Emergency Services administration and budgeting.
Knowledge of the principles and practices of modern firefighting and emergency medical services (EMS).
Knowledge of the geography of the County including location of streets, water mains, fire hydrants, and fire hazards.
Knowledge of current developments in EMS/Rescue, firefighting and fire prevention.
Knowledge of current firefighter training techniques.
Knowledge of emergency management principles and programs.
Knowledge of emergency medical services delivery systems and emergency management programs.
Knowledge of the use and care of modern firefighting equipment and apparatus.
Knowledge of the contents of the County’s Merit System Rules & Regulations and collective bargaining agreement(s), and the ability to ensure fair and equitable compliance with the terms of these documents.
Ability to plan, evaluate, assign and coordinate activities performed by Fire Rescue units.
Ability to understand the County’s budget process, purchasing, fund structures, and budget development process.
Able to work in government hierarchy and chain of command.
Ability to prepare budget submittals.
Ability to work closely with the Fire Chief and Fire Rescue Division staff in general.
Ability to establish and maintain effective working relationships with employees, associates, officials and the general public.
Ability to express oneself clearly and concisely, orally and in writing.
Ability to work under stressful conditions.
Ability to relocate to other county locations based upon operational needs.
May require extensive knowledge of hazardous waste materials operations; fire apparatus and small equipment maintenance operations; special operations (i.e. high angle, confined space, fire police, etc.); computer systems/communications operations; EMS transport; wild land firefighting operations; fire prevention/investigation; airport fire operation; supply chain management.
ADA REQUIREMENTS
Physical Demands: Moderate work. Must be able to see, hear, talk, smell, stand, crouch, walk, crawl, kneel, reach, climb, lift, carry, pull, push, and/or drag a minimum of 165 pounds; balance, handle, and finger dexterity. Visual acuity (peripheral vision, and depth perception) necessary to read schematics and operate a motorized vehicle.

Mental Demands: Ability to read and comprehend professional, scientific and technical journals, manuals and procedures; legal documents, statutes, ordinances; financial reports; memos, instructions, manuals. Ability to write business letters, speeches, financial reports, evaluations, opinions, summaries. Ability to speak clearly and concisely relating information, details, and procedures to a layman; public/extemporaneous/persuasive speaking. Ability to perform general mathematical functions. Ability to analyze data and develop conclusions. Ability to identify and resolve problems.

Environmental Demands: Both inside and outside work. Exposure to hazardous situations; extremes in temperature (hot and cold); changes in temperature; contact with water; humidity; noise or vibration; fumes (may be toxic in nature); odors; dust; poor ventilation, uneven walking surfaces. Occasional response to emergency calls working in an external environment.
